I have worked for the Michigan Department of Transportation (MDOT) for over 35 years.
I worked in the Construction, Planning, Traffic and Safety, Utility Relocation and Construction Permit Divisions for
MDOT. I have worked for MDOT as a surveyor, engineer, and technical supervisor and am currently the Appraisal
Section Manager in the Metro Region Real Estate Division. My section is responsible for the valuation of
property and property rights required for right of way and other property acquisition along with setting the price for excess
property sale. I have responsibility for Right of Way estimates, right of way/access conflicts and other mitigation on all
state highway projects in the Metropolitan Detroit area. I am a team member for the mega-projects scheduled for MDOT during
the National Environmental Policy Act (NEPA) process. I was also a member of the AASHTO award winning Value Engineering Team
for the recent I-94 project scheduled in Detroit.

I am the Secretary for Chapter 7 of the International Right of
Way Association (IRWA ) and recertified my Senior Member status. I am licensed in the State of Michigan as a Certified General
Real Estate Appraiser and a Real Estate Broker. I attended Alpena Community College, Wayne State University, Lawrence Technological
University and George Washington University where I studied Forestry, Engineering and Project Management. I received a Masters
Certificate from George Washington University in Project Management and hold the Project Management Professional (PMP) certification
from the Project Management Institute.

I teach Transportation Engineering
as an adjunct professor at Lawrence Technological University. I facilitate many training sessions for MDOT
and FHWA and have presented at numerous IRWA, AASHTO and other professional conferences. I have assisted
in the writing and review of many access control manuals still in use by the FHWA and State of Michigan.

I am knowledgeable and experienced in solving and valuing access
problems from residential to large commercial and industrial sites. I have assisted many appraisers, property
owners, attorneys and engineers in problem solving and have consulted in local governmental reviews and litigation.
